This is really weird. What kind of girls are these? I've seen this behavior from chicks who are somewhat slutty and really don't want a relationship at all, but that's kind of rare. This may just be some bad luck.

If you want a relationship, I would try to get the girl to agree to a non-party/drinking date fairly early, either for date 1 or date 2.

What sort of denials have you been getting to these requests? It may also be that you're not being assertive enough when asking. You will get a much higher response rate from a text that says "hey you should come over tomorrow night and [do something fun] with me!" than you will from one that says "what are you doing tomorrow? do you want to go grab dinner or hang out or something?"

You bring up an interesting point and something I've observed of people's sexual behaviors in college. Some (biased) observations I've made from anecdotal research:

More people were down for low-commitment, short-term hook up relationships during FR/SO year. During JR/SR year, people had longer, more committed relationships.

The peak times for hooking up (in order) were:

the beginning of the fall semester
end of spring semester
beginning of spring semester
end of fall semester

The rest of the semester was fairly normal, exceptions being random drinking holidays throughout the semester. (Note, I went to a school in the north, so when winter came around people just weren't outside interacting as much as they are in the fall (football/tailgate season) or spring (all-day parties and mini-skirt season). If people were in relationships, they often started just after and ended during those time periods.

My theory as to why this was is that people are more open to meeting new ppl at the beginning of the semester (easier to approach), and they don't have to deal with any awkwardness post-hookup at the end of the semester (especially with classmates).

Hmm...what else? It was much easier to game girls I met at house/apt parties than it was girls at the bar. I think a small factor is because you're already a bit social-proofed since you were invited to the same party, where as at the bar they just let everybody in. Also, houses and apartments had all sorts of quiet spots you could isolate to, and natural conversation areas (at the keg/fridge), on the balcony/porch, in line for the bathroom, etc.

Hooking up with a girl occasionally on the weekends IS a relationship when you're in college.
