I think that eye contact has to come from a place where you're thinking, "Hey you look interesting", or beautiful, or it's nice to see you, or some other warm and friendly vibe.

If you're making eye contact without that feeling of warmth toward the person then it might be perceived as threatening or creepy.

If you make eye contact with genuine warmth then the question of "how long" doesn't come up. The emotional connection tends to lead naturally to starting conversation, breaking out in a smile, or some other easy, natural interaction.
