It's different contexts though. In your scenario they want to punish someone with real consequences/punishment such as losing their job, jail time, reparations, a public apology, etc. The context I've seen men use it on women is just speech that translates "lacking accountability" = "unable to self-reflect/unable to admit they're in the wrong."
