That is perfectly normal in the UK for both sexes and is actually a little heavier than you would expect for the crime of leaving the scene of an accident. It's quite easy to prove that she is guilty. Yes and that proving is done in a court of law at her trial which will follow the rules of evidence and allow her to defend herself. The fact that she is facing charges shows that the justice system is working in this case. The fact that she is not jailed while awaiting trial doesn't show anything. That is correct. I think the falling birth rate is an issue but to fix it you need positive incentives to get married and have kids. Right now with marriage, the risks outweigh the benefits and there are few or no incentives for men to have children outside of marriage.

Well if you're in the hospital, your wife or partner has just given birth and you're given the birth certificate or acknowledgement of paternity document to sign, refusing will tell her your intent right away. The point of mandatory testing is that it takes away the woman's appeal to emotion argument ("you're accusing me of cheating").

Sometimes mistakes happen resulting in unwanted pregnancies. Men can also be baby trapped etc. Abortion is a simple solution but forcing a woman to get one is never going to happen. Taking away the financial incentive for women to have kids they can't afford and giving men the choice to have children is more fair than the current system. That is the argument. It would likely be a lot less than what OP's current numbers are though as the lack of a child support incentive would make women more likely to abort in the first place. What we have now is a system where a man can even be raped and still forced to pay for the child born as a result. Choice for women, obligation for men is not a fair system.
