If 2.8 percent of men are autistic, that will not skew the dating market. Developmental disorders usually have stable rates in the population over time. Therefore there were just as many autistic men in 1970s and beforehand. Well, governments incentivize certain desired behaviors from subsections of the population all the time. Look at affirmative action, women-based scholarships into STEM. What we need to ask ourselves, are men struggling enough that certain government action is necessary, and what should that action be. I think it's the vast differences in behaviour men experience due to genetic differences. a 4/10 male will get a completely different interaction than a 10/10 male.
