Murder is Illegal but people still get murdered. The type of scenario that would be created from Illegal Circumcision, would be akin to what occures in places/countries where abortion is illegal. Women continued to get abortions but because the practice was illegal, there was no sanity of safe place or means to perform the procedure, especially a trained professional.
