I can only speak for the Army experience, but the fitness that non-combat units do is very basic. The PT standards are not at all unreasonable. Those who go into infantry, however, do much more severe PT. Being able to meet the basic stuff is more about discipline and image for the POGs. Fat soldiers are a disgrace regardless of what they do.

Companies are very much affected by tuition rates. They rely on educated workers. Look at the lengths Silicon Valley goes to to recruit and keep employees, they are very reliant on colleges. And I don't know why you aren't hanged up on liberal arts courses. On a $40K comp sci degree, you're looking at at least $15K of that going to worthless classes that you'll never use. Simple solution. Add some weight to a backpack and wear that while doing push-ups. Increase load each day. Start with 5 sets of 5 reps, and increase by 1 rep each day until you're doing 5 sets of 8 reps, then add more weight to the backpack and restart at 5 reps.
