i think thats not an issue, the issue would be what they do because of that fear. For example, I am afraid while driving so I pay attention to traffic and make sure I use the proper signals while switching lanes or turning around. Even if 100% of drivers were afraid of driving it wouldn't cause an issue. On the opposite, if 10% of drivers hit the brake everytime they see any treat real or imaginary, that would be a huge issue which would cause mayhem on the road.
