here in canada, i think they deal with it pretty reasonably. if i remember correctly, you can consent at 16, and if you are younger than 16 (older than 12/14?) they give you a 5 year age distance of forgiveness. this way you aren't getting 14 year olds getting arrested for having sex with 13 year olds.
