Look people in the eye as they walk past you on the street and hold their gaze so long that they look away first. This helps you get over that first hurdle of "intruding someones space" and "imposing yourself". If that's too easy, add smiling. Do that for a week, then start saying hi to random people as you stand in line, on public transport, whatever. Another week of that and you are basically already cold approaching.

How would you re-open communication/confirm date in the least needy way? I set up a date for cooking, not just eating, very deliberately. I have had major success in the past impressing with my cooking ability, so I don't just wanna show up with a pre made dish. I enjoy cooking a lot and part of that is other people enjoying my food. Makes me happy. That being said, most girls are impressed by a guy who can cook well. It will just raise your value in her eyes. Not offering food to a guest in your house when you are eating is just plain rude and I think that should be obvious.
