That's not what "frumpy" means and that's not how it was used here. "Frumpy" has only one meaning, and it's appearance-shaming. The commenter who used it, did so in order to discredit women she didn't like by calling them ugly. Criticize pickme behaviors? Sure. But don't stoop to attacking other women because of their looks. In theory I support any and all criticism of men, but looks discrimination happens to women, too, and it's something I don't want to support, even indirectly. I'm convinced that the men who are obsessed with true crime, hero-worship serial killers. They want to do the same things to women but are afraid of possible consequences, so they just live vicariously through those types of books and movies that promise to go "into the mind of the killer."
