Men already choose whether they want to be a father or not, it is just if they choose to not be a father then they're hit with child support. Men get married in shotgun weddings because they do feel an obligation to help raise the child. Since the rise of feminism, to both genders, the idea of having children has become increasingly unpopular and you can't legislate that but start a movement to change that idea.
