Three second rule doesn't really come into play when you've been checking her out for weeks. Just getting her name and then leaving was a poor move also. If it was a big hurdle for you in terms of anxiety then congratulations on getting over that, but I would accelerate your timetable in future. She's already decided if she thinks you're attractive or not, all you can do from here is blow it by being weird about asking her out.

Literally nothing matters on OkC but your pictures. If she thinks you're hot, saying "Hey what's up?"...."Yeah I'm just hanging out downtown"...."Wanna get a drink tomorrow" will get you laid. If she doesn't think you're hot, nothing you can say will change that.

Engage with the group. Don't focus on the girl, that reads as needy/creepy. Adopt the mentality that you're being sociable and talking to people you find interesting. If she's attracted to you, separating her from her friends will be easy. If she's not, it will be impossible.

Next time you hang out together, pick a moment when your rapport is good, conversation is flowing, laughter, etc. Kiss her. See what happens. Worst case scenario you get the "I just want to be friends" talk. There's nothing to be afraid of. Only way to know where you stand.

You said a lot about how you're afraid. You said nothing about what you're actually afraid of. Take some time to think through what actually scares you. Then evaluate how realistic that is. I strongly suspect you will realize that this fear is irrational. So then you have a decision about what kind of person you are and what kind of person you're going to be. You didn't ruin the friendship, because the friendship started out ruined. You were attracted to her, she wasn't attracted to you. That's not a basis for a good friendship. Advice? Keep trying to sleep with women you find attractive, get over the fact that the consequences are occasionally painful.
