This might just be the result of poor translation, but I'm like 99% sure the judge was saying that the woman should be charged with a serious crime because the men had to stay in jail until the original rape charges went to the argument phase in court, not that the men will remain in jail as the woman is charged with filing a false claim. Technically they can detain anyone for a limited period of time based on "reasonable suspicion". Unfortunately reasonable suspicion is open to interpretation and can be used to defend many wrongful arrests as it likely will with this one. I think you've missed the big difference between controlled hormone therapy and steroid abuse by gym rats. One involves a medical professional's prescription, the other is usually uncontrolled.
