I think a portion of the problem is that young people often don't understand the gravity of the situation. The man gets all the say in if he uses a condom or not. Not really. Women have a say in that decision. If a guy says he doesn't have a condom, the girl/women should turn him down unless she wants to take that risk. That being said... Girls are often required to wear skirts in the winter as well. They are typically allowed to wear leggings, but not pants. At least in schools that have a dress code. This may no longer be the case though, as I have seen plenty of stories in the paper lately.
