From what I know, though my knowledge is 10 years out of date so it may not be the case anymore, the US has the most expensive tuition fees. Now cheaper doesn't mean affordable but foreign students studying in the EU it's between 30k and 50k including accommodation and living expenses. From what I remember the minimum fees in the US was 50k. So yea cheaper. Though I could be wrong since it has been 10 years since I last checked.
