There's an element of severity that's relevant here. We're not talking about cutting off the glans or penis, so that seems irrelevant. The sorts of circumcision I'm discussing leaves boys with perfectly functioning dicks--so it's ultimatly closer to a cosmetic procedure which is whatever. I doubt that's possible, but the world is big so a handful probably do exist somewhere. In my experience the only way it's possible is in men who are either asexual/low libido/gay or have been conditioned to repress their sexuality (by religion, etc). Most guys if they are honest with themselves will not deny that many women are sexually interesting even when in a relationship. I'd also wager that guys who say otherwise have limited relationship experience.
