You are using an incorrect meaning for "normalize".

Normalized in this context just means something is known in the culture. When making these rich man in the ghetto analogies, we are saying its normal for rich men to be mugged in the ghetto. When we use this analogy for rape, we are saying rape is a normal outcome, when women behave in a certain way to bring it on themselves. So it is being "normalized", and very often by us.
