The states shouldn't have to pay for these children. The mother decided to keep the child, the mother should be stuck with the bill. If she chose to have a child out of wedlock, well that's her fault for not getting married and having that mans child. You can always say no sex till marriage, that is an option.

Also if he runs out because she thought a child would fix their relationship, again that's her fault for making a unilateral decision. If he agreed, maybe she should've got something in writing to back her up.

You want all rights on how you procreate? That's fine, you take all the responsibility that comes with it. Including the bill.
