A bit of the problem is that we don't teach men to be intolerant of sexual harassment. I've seen many instances of men being sexually harassed at work and their response was basically to smile awkwardly and brush it off. These men don't want to be a seen as a whiny victim, and they don't want to be seen as the tattle tale. Yet in spite of the fact that the male on female vs female on male ratio has been roughly even, I have only ever seen females do something about it. This is a problem because the absence male complaints has given people the belief that it is a male on female thing.
