I think this is where we can draw the line for "don't want the punishments so harsh that a false accuser won't willingly recant their story". She should be hit with something for wasting police time, but she admitted it was false, and made up an imaginary man rather than naming someone, and most importantly, admitted it was false before anyone had been brought it as a suspect.

Wasting police time should be an issue, but I would be okay with not prosecuting for false allegation if it was not a specific allegation, and recanted before any men were brought in. It would encourage the panicking women to recant before it became a big shitstorm that ended up with innocent men being tainted with arrest charges and stuff. As soon as it actually affects someone particular however, then the mercy is gone, and she should be hit up for false accusation, damages, defamation of character, whatever she's guilty of.
