It had me interesting right up until it made the following retarded comment:

If anything, this bill is a kick in the pants to the millions of laid-off men who are struggling to pay the bills — often to their wealthier ex-wives, who have states bludgeoning impoverished ex-husbands to give more money to buy shoes and such.

sigh I almost thought I was going to enjoy a Spearhead article.

Would it have been so hard to say:

This bill appears to be gender biased, since it is providing government support for women during a difficult financial time in which men are hit the hardest.

I just get so tired of the Spearhead's broad generalizations and clear anti-female bias (rather than pro-male bias). I say anti-female bias because of statements like, "who have states bludgeoning impoverished ex-husbands to give more money to buy shoes and such". No evidence has been provided that this is what the majority of mothers do, no study has been performed - it is just basic prejudice and bitterness speaking.

I think the Spearhead has much potential, but it just doesn't have any mature writers behind it.
