It isn't like they get much in the way of consequences when they do it.

If they get knocked up, it was rape.

If they get caught being drunk, a boy pressured her into it.

If they get alcohol poisoning, it's because she's fragile and some guy is to blame; if no guy is to blame, the male of the house she was getting drunk in is to blame because he "enabled" it.
