I agree that this is a serious issue that affects many relationships. Mental abuse is very real and damaging, but this law is not likely to help. First, it will be extremely difficult to prove that repeated offenses have occurred and the ruling will be more subjective than objective. The evidence would have to be something along the lines of recorded conversations - which is questionable whether that is even ethical to do without the other person's knowledge. Second, any person who stays in a relationship where they are repeatedly mentally abused is highly unlikely to take their partner to court to address and resolve the matter. Pressing charges like this will undoubtedly end most marriages/relationships - and in a very bad way. So, why would anyone in this situation even go this route if they were not willing to just leave the relationship and be done with the abuse? Most likely, this law will only serve to tie up the courts with ridiculous cases where partners do not know how to have a civil disagreement. This law is a very bad idea although well-intentioned.
