That is in-fucking-sane. Why would he owe anything? It seems to me that the state owes him a ton of cash right now. He's paid a lot of money, been jailed for a total of 17 months, and been homeless (I'm speculating that the money he paid during the time the was homeless may have prevented him from being homeless), all for a child that wasn't his. W. T. F.???
