US Marines provide 'safe' circumcision to Filipino boys between 10 and 13

Can a 13 year old in a culture of circumcision actually make an informed long-term decision on genital mutilation?

Is it better to offer sterile procedures and help individuals in the short term, or to refuse to help on principle with the hope of helping the culture in the long term? Is it our place either way?

Would we dare offer sterile procedures of female circumcision across the world, or what salient difference is there?

Well, if I needed to have part of my penis cut off, I know I'd want the U.S. Marines there to do it "safely".

I'd rather offer education on why genital mutilation is stupid and wrong.
