Find a Washington sheriff's station, one of the bigger ones.

I'd recommend Seattle.

And file a FOIA application for the information.

FOIA applications are very common and run of the mill. They probably get a a couple a week at a station that size. Journalists use them to get scoops for news stories, lawyers use them for cases, researchers use them for research, etc. What you're asking about is basically what FOIA was set up for.

They may have an online form. If not, you might be able to call or email them. They may give you the information without a FOIA application. I doubt they will ask why, or even care. They're just doing their job, and will probably be happy to give you the information. Even if you're not holding FOIA over their heads (this is a federal law which basically says, as a US citizen, they have to give you the information you're asking for).

You can always work up the chain to the county and state level police as well. Just ask for official training and guidance information for handling domestic disputes and suspected domestic violence incidents.

Tell them it's for not for profit use and will go towards the betterment of the public knowledge about the handling of domestic disputes in the State of Washington. You can Google search about proper FOIA guidelines for specific verbage and advice.
