Woman lets police officer fondle her to get away from fine, later reports sexual assault

Not sure if this is allowed here. But it's an example that I feel goes hand in hand with RP theory.

"This video, recorded in 2011, shortly after Arevalos pressured the victim, known as Jane Doe, to let him fondle her in a bathroom at a 7-Eleven store to get out of a drunken driving ticket."

Is this sexual assault? Because to me it sounds like the officer offered her the opportunity to bribe him, and she then complied. Seems convenient for her, from a DUI criminal who also bribed a police officer, to a sexual assault victim.
