The cuddling is very intimate for them and if girl 1 doesn't cuddle she can better rationalize in her head that it "just happened" and didn't really mean anything. The 2nd girl is allowed to date other guys and so doesn't mind the intimacy; doesn't feel guilty because she's not trying to hide it. It all comes down to how they justify/rationalize it to themselves in their own head. It has nothing to do with reality.
