The police/DA should have taken the place of the victim and filed charges anyway, and maybe CPS needs to be involved considering what the mother decided was more important.

The difference between an 11 year old boy and THREE 14 Year old girls is massive, considering that those girls basically are finishing puberty and boy is barely starting.

That wasn't a prank, it was sexual battery, sexual assault, production of child pornography (maybe wouldn't count in some jurisdictions), or torture, one of those four at least. Of course with the video, there's literally irrefutable evidence.

That boy is going to feel humiliated for the rest of his life as long as he knows there's a video that someone may have watched and saved. I wouldn't be surprised if he decides he doesn't feel comfortable around girls anymore or hates his mother. At his age, when his sexuality is developing alongside puberty, something like this might send something askew and ruin his concept of women and sex.

Idk anything anyways, just speaking my mind based on the headline. Hopefully it gets better for boy, I wish him the best. The girls should maybe get therapy or something. Mom is just stupid.

This stuff unfortunately happens in many sexual assault cases regardless of the sex of anyone involved. It is usually not the victims parents trying to spare the perpetrators future livelihood though.
