I get that this is not meant literally, but as a hyperbole. She still drank and, according to the joke, not too little. This implies that she was drunk. If she drank one liter of beer, she would likely be too drunk to drive a car (according to the law). It is fair to call her drunk in this case.
The problem seems to be that we haven't established what is too drunk to consent to sex, but it is not about us it is about Ms Watson's views. Here she explains, what she means with too drunk to consent:

(and links to a google search). From this google search I looked at what Merriam Webster says:

a) having the faculties impaired by alcohol

This happens already when you consume one glass of wine, for example

b) having a level of alcohol in the blood that exceeds a maximum prescribed by law

For example 0.08% blood alcohol.
