By the quote in the title, it sounds like he's just comically commenting on the pure energetic chaos of young boys, which is 100% true, far more than he means it to be derogatory. However, I didn't watch the video so there may be more to it.

I don't know how old are his kids. But little girls tend to develop faster than boys. Hence why they seem "more intelligent". Also, boys, from all ages, will have more energy than girls. It is not a matter of who's more intelligent but a matter of how our body and brain develop themselves. Poorly put from his part, but right.
