Crossing her arms underneath her own upper chest / neck / head, then leaning an elbow onto her head to keep the arms trapped would be one way to handle this, but it is hard to do that without letting her get her pelvis off the ground.

But smacking someone for scratching you is totally reasonable. Kicking her as hard as he could in the face would have been unreasonable, but just barely. But he didn't do that.

When you're being apprehended, if you're fighting, you're granting them permission to keep fucking you up.
