/u/MallardCove posted awhile back about how reinitiating with flakes only has about a 5% success rate. Literally 95% of the time you're wasting effort.
I suppose if you're running low on options or the girl is particularly hot, then go ahead and try again. But this "persistence" argument that I occasionally see floating around here is asinine. Girls that truly want to fuck you don't play games. Hypergamy can't afford to risk losing a top prospect with mixed messages.

This sentence is the core of your post. It's kinda true, but not totally. I would phrase it more like "women enjoy it when men are persistent in pursuing them, fight for them, and aren't willing to quit on them easily". The are two possible reasons for this:
Reason A) She's actually into you. She wants to make sure you're actually into her. She realizes that if she plays hard-to-get, you will be more likely to swim upstream and invest time and energy into her, rather than just trying to get a quick lay.
Reason B) She. Loves. Attention. Women love attention and validation like men love sex. She doesn't care who gives it to her or when or where she gets it, as long as someone is acknowledging her existence and hinting that she has any kind of value. As a woman, it tickles the very cockles of her heart to have someone paying any kind of attention to her. She will put in whatever consistent and minimal effort is necessary to keep that attention coming, without necessarily ever providing anything of value in return.
The problem here is that one can be true, the other can be true, or it can be a mix of both. The one thing you know for sure is that she's never going to tell you overtly which one is the case. You have a responsibility to yourself not to waste too much of your time figuring it out.
