Can anyone file a Title IX complaint?

You can. TIX complaints can be filed by a third party and also anonymously. So you can either complain on behalf of unspecified men in he classes, or you can anonymously claim to be one of the men in her class who fears retribution. (I guess the second option involves lying so maybe you shouldn't do that.)

I think you’d have to be a student at that college to do so. That being said, maybe you can “identify” as a student of that college and file your claim. They can’t deny your “lived experience” 😜

If I'm not mistaken, a Title IX complaint has already been made about this.

While it's my understanding that you don't have to have what would legally be called 'standing' to file a Title IX complaint, and you don't have to be associated with the institution in question, I wonder if there may still be some requirement that you fall under the authority of the US government or something. That is, I'm not sure they would have to act if Vladimirovich Putin filed a complaint against Suzanna Danuta Walters. Now if Putin was a student at Arizona Western College (or any American college or university), them maybe a hearing would be warranted,

I'm sure someone with more actual information in this regard could provide clarification.
