if you leave the scene of an accident its because you could be at fault.

You want to charge the victim? With what exactly? Who's rights are violated by not reporting someone else's crime?

Car crashes have an unclear perpetrator or are no fault.

An accident is far more clear cut than rape. It often seems that rape is in the eye of the beholder these days, there's one concrete definition that everyone know and lots of little definitions that some believe and others don't, so the definition has become skewed. So instead of think that 'this person is describing being raped' one can't think 'this person may be describing being raped or something they think is rape'

Some people may be reporting now on possible incidents from years ago that weren't classed as rape then such as drunken sex but are considered rape now
