Hey doesn't the CDC or the crime bureau already classify forced to penetrate as rape? Why does the FBi have a different definition?

I don't know whether this petition is realistic but it can't hurt to raise it as a public issue.
The petitioner's single bizarre example is a poor argument but the petition is there so it might as well get used.

The FBI definition is used in its UCR (Uniform Crime Reporting) and other more detailed reporting system(s). These collate data from the huge mess of different police internal systems, which vary not just by state but by county sometimes.

The FBI has no budget or power to make police departments follow its reporting categories, it just presents the categories and police data is mushed into the category that it fits best. In some cases the fit is so bad no data is entered, this happens with F>M rape in at least some states I think. So it might be the bulk of police reporting systems (and the laws they reflect) which would have to change before the FBI could change, I don't know.

From what I remember, the FBI already declared that their definition of rape wasn't saying who had to do the penetrztion, of the victim or perpetrator, and that therefore it already included "made to penetrate".

But at the same time, they don't really want to make it clearer either.

FBI has on several occasions replied to direct question about this and their replies has been that "made to penetrate" would fall under the FBI's definition of rape. However, FBI has not heeded calls to make this unambiguously clear in their reporting guidelines to the reporting law enforcement agencies (LEOs). More precicely the reporting LEOs report back to FBI either using NIBRS (National Incident-Based Reporting System) or using so called summary reports. Guidelines for NIBRS has a definition of rape that would include male victims of "made to penetrate". The reporting guidelines for the summary reports does not make it explicitly clear that "made to penetrate" is to be considered rape. When I looked into this in 2015 about 61,6% of LEOs reported using summary reports.
