I’m looking for resources on the legal history in the US of male sexual assault victims who were made to forced to penetrate. I’ve seen blog posts mention that this was not criminalized until 2013, however I haven’t seen any authoritative sources. This would also be at the state level, so which states criminalized it in 2013?

I’m familiar with the way the CDC and FBI defines it in the National Crime Victimization Surveys (NCVS), with rape as penetration and “unwanted contact” as forced to penetrate. But the CDC/FBI definitions are not state laws. Does anyone have sources describing when forcing a male to penetrate was criminalized?
