Woman who just looks at you when you speak to her

Have never asked this woman out. Just attemptrd to make some casual conversation at a shopping venue we frequent and both times she just kind of looks at me and says nothing. She kind of looks like a hipster mid twenties. Not even that interested in her but just curious if this behavior is some kind test or she just wants to be left alone.
