If you like this guy then indirectly ask him to hangout...just be clever about it. If you have an interest or you know they have interest, ask them about it and mention that you "honestly have been wanting to try that for a long time".

Guys are shy 90% of the time and only a very few have the confidence to approach you. Truth is, you won't know they like you unless you or they make it obvious (asking you out on a date, wanting to spend time with you, etc). On top of that, if they do like you, they will do half the work and make it easier for you to do your share.

Your gut is not going to be right 100% of the time, but what do you have to lose in trying? Especially if it happens multiple times with someone, he may just be shy and afraid to approach. Worst case they turn you down and life goes on. But you could be missing out on someone great by not trying.

The more times it happens the more likely it is attraction. Men get excited talking to women sometimes, it doesn't always mean something. It's easier to tell if you run into someone multiple times. Men will 'perk up' or change their posture or some kind of "on alert" omg movement if they see you walk into a room. A man that finds you super attractive will make a move. Honestly you shouldn't initate anything (except conversations) but give green lights if you like someone and do those subtle things, let him actually ask you out. But yeah usually instincts are correct. Or maybe you're just an attractive person a lot of people think is attractive.
