High interest in person but.....

This is kinda embarrassing but at this point i just want to get an understanding of what's happening.

What does it mean when you meet a woman who shows high interest in person but doesn't text you at all and is "difficult" to make plans with(i.e. says "I'll let you know" when you try to set up another time to see her, won't give a definite date or agree to a definite day)? She called me once after meeting on the day that we met. But after that she never reached out again and I've reached out to her twice over the past week.

Last weekend I met a woman at the beach and we hit it off really well. She kept telling me how she thought I was handsome and sexy etc etc. I managed to turn the meeting into a first date and when we were together alone we touched and kissed a lot. However we did not have sex. Like I said, I tried to set up another day for us to get together but she told me "I'll let you know." This also is not the first time I've experienced this type of thing.
