I mean you're a woman so pretty much all you can do (within the framework of conventional dating) is wait for the man to make a move. The fact that he hasn't already made a move says something about him.

You can also be subversive, eg send him a snap of you in a bikini or something. If he doesn't take the hint then you're shit out of luck.

I understand that with you being a woman you don’t want to feel like you are “throwing yourself” at a man. My honest advice as cliche as it sounds would be to tell him directly, yeah you could seduce him so to speak but then you tread the territory of playing games. Be upfront with him if a relationship is what you want, otherwise he may take it as friends with benefits if you choose to be passive about it.

As a man, I’d highly appreciate a woman that just straight up told me that she wanted a relationship, in fact high value men in particular prefer for a woman to introduce the conversation of a relationship.

Just say you like him, thing is when it comes to women, you either like the guy from the beginning or you don't. I'm sure he thinks the same about you and if you get rejected you can always find someone else

Or simple send him some nice photos showing more than normal skin tell him what he thinks then go from there :)
