James Marshall gives a great speech on this, where he goes over how to have The Talk with a girl about wanting casual only, and then goes over how to back this talk up with actions.

The basic idea is this:

Timing is important: It should be addressed by the time things have escalated physically. Not directly after sex. Not in a public place.
Not with huge significance given to the lead-in. None of this, "We have to talk," stuff.
Framing is important: A useful frame is that you're sharing where you're at, and expressing what you're offering and not offering. Unequivocally; no wishy-washy stuff about maybe down the line maybe you'll be open.
No assumptions about what she wants. Focus on sharing because you respect her and want to know where she's at.
Be understanding about the possibility that she might not want that, and ask if she wants to continue under those circumstances. Be prepared for her walking and let her go easily. It's not good to be having casual sex with someone who wants more, anyway. Stupidly complicated.

Open, direct, unapologetic, here's what you can offer, and in a nice way, presenting a "take it or leave it" option.

Back it up with your actions.

No PDAs. Walking around holding hands, cuddling, etc. = no.
Whispering sweet nothings into her ear, romantic gestures, etc. = no.
No seeing them more than once every 8 days or so. If you get to more than that, you're muddying the waters.

Fuckin ain't a contract. You have sex and when she asks what you want, you say more sex, but you're not looking to be in a relationship right now.

Like the other dude said sex is not a contract. If she brings it up you reply that you aren’t wanting a relationship that is more than casual right now.
