In my opinion there are two types of confidence people need in order to be successful with women: Confidence in competence, and motivational confidence.
Lately I've noticed that people use the word "confidence" very loosely. I interpret "You need the confidence to approach her" and "You need to be more confident in yourself in order to be more confident with others" very differently. The first one talks about confidence in a more motivational sense; it basically says "You only live once, why worry?". The other one tells me "Confidence comes naturally when you get physically better at something".
So, if we break both these types of confidences down, we can see that being competent in a skill will increase your confidence over time. Motivational confidence, on the other hand, is a temporary booster you can use to get over a mental hurdle.
Naturally, people that are confident with themselves and their competence don't need as much motivational confidence as other non-confident people. Over time, these people have built up their confidence simply by being competent in their personal life. However, this doesn't mean that motivational confidence doesn't play a role. In fact, motivational confidence plays a role in building your personal confidence. The more you use motivational confidence, the more you build your personal confidence because you're learning how to deal with situations better and better when you're more exposed to approaching women.
To explain the concept easier, let's say that a girl takes 15 confidence points to approach, and 10 permanent confidence points in order to hold her interest (Skills, hobbies, lifestyle). A person with low, personal confidence of +5 may be able to approach her with a temporary +10 motivational boost, but may not be able to hold a conversation very long if he isn't confident in himself. On the other hand, somebody with a +20 personal confidence will be able to approach her with ease because he already has the self-confidence and winning mindset in himself and his personal skills.
Personal Confidence: Permanent 1 + 1 + 1 over time
Motivational Confidence: Temporary +10 boost
So, to build confidence over time, work on yourself. If you're trying to motivate yourself to do something you don't feel confident in doing, give yourself a motivational boost.
