That means she uncomfortable not disinterested. Your need gain more rapport and/or polarize the situation by telling her you're interest in her and she has to decide now if she is interested in you.

The concept of "compliance tests" is useful when you are escalating physical contact. Like for example, you hold out your hand, and if she takes your hand, she was compliant with your request for a more intimate touch. Handholding wasn't that big a step. But making a big move (like going in for a kiss) is a big step, so you can often get resistance, and it is harder to back off a big step that goes astray, than a small step.

So escalation is a series of small increments of increasing intimacy. Each step is a test to see if she is accepting or rejecting that increased level intimacy. When she resists, you stop escalating, and try to establish more comfort before escalating again. You are testing to see if she is accepting your advances. If she rejects you now, she might not reject you later when she's more comfortable.
