Nope, you're just under it. Although in my country(Canada), even if you were 20 you can't legally sleep with a 17 year old, so the formula doesn't always work.

Only if it's illegal. Age of consent is 16 in most states.

Personally I find most 16 year old girls to be slightly on the immature and annoying side.

Depends on the girl. I've met some damn mature 17-18 year old girls, and I've met some 17-18 year old girls with the maturity of a 12 year old.

17 is the age of consent in my state.
