This is something homebrewed, spiraled off of a conversation I had with a natural friend of mine.
To use this, you're going to need two 'pick up' related qualities:
A) An intuitive understanding of the social matrix (wherein every word spoken is only understandable by considering the tonality and body language, where every action is a clue of the motivation behind it, and the context itself defines everything which is happening, from glances and sighs to movement and choices)
B) An absolute bullet-proof vest, no, a passion for shit-tests.
'Girl radio' requires that you understand the simple fact that women are the kinder, more eloquent and usually the conflict-evading sex out of the two.
What this means is while you think 'Fuck off' then you will probably say 'Fuck off', something emotional as that for a woman would be phrased in a much less edgy or aggressive way.
This technique is all about hacking this simple truth.
What you will be doing is re-phrasing everything that the girl says in an over-the-top, retarded or otherwise comedic way to what she actually meant. The non-serious part is key here, think more of a Mitch Hedberg than a George Carlin, as the latter version will lead to really deep conversations, which is a good skill to have, but not something that you should use in the initial phases of attraction.
This requires that you engage the girl about topics that are emotional. How is she feeling regarding this or that. Thoughts are harder to guess and easier to mask. Emotions, once you have a basic understanding of how humans work... not so much.
Why did I mention the love of shit tests? Because when you've just barely met a girl, or have not established a connection with her, emotional topics are going to launch DEFCON-1 - this is usually what GIRLS do when they bond, not GUYS. You better prove your worth boy.
But believe me - understanding and ridiculing (with a positive tone!) a girl's masked opinions on how she feels at the moment, what she feels like about a specific topic or person is nuclear. It drives attraction and builds rapport, to speak in lingo.
'He's just a friend.' vs. 'I wish he would not expect so much attention for buying me drinks!'
'She's a bitch.' vs. 'I wish I would get the same attention as HER.'
'I don't feel like dancing right now.' vs. 'Dancing? With that guy? I WANT MY TRAVOLTA.'
and so on, and so on. Following this train of thought, you should be able to play with it.
Two things need to be mentioned:
1) Girl radio will not handle the whole wooing process on it's own. You still need to escalate and lead, and do some other things which should occur to you naturally, but it's a real solid frame to have in any interaction.
2) If you can't figure out a way to engage a woman randomly about an emotional topic, know that 'in the wild' this sort of interaction is born out of a situation, where a girl expresses her feelings about something. If you've been struggling with contextual openers, I strongly suggest experimenting with this, because no funny line comes near the effectiveness of a man who can eloquently read a woman's mind by the get go - in a funny way.
If you have any questions, have a go - and if you don't, have fun!
Criticism is also welcome.
