Just introduce yourself. "Hey, I'm in town on business. You guys look like you're having fun. What's the occasion?"

And just go from there. I would say buy a few rounds of drinks (a great way to plow through initial awkwardness and disarm dudes if there are men in the group you approach). It's sort of a social hack that I wouldn't usually recommend, but if you've got a corporate credit card or can write it off, might be worth it :)

At some point, you'll need to escalate. I suggest a venue change. After one of the girls is hooked, "Hey, let's go check out another bar. I wanna see more of this town."

Then finally when it's down to just the two of you "Let's go back to my hotel and get some wine."

Easy :D

"new in town/here on business" works, use it, it will open sets for you.
