A week and a half is ambitious for getting a girlfriend. But there is no time to lose. If you say that you are terrible at small talk ask one of your friends to be your wingman. Make a connection with this girl and then get her number/facebook and keep in touch over the summer. That way you come back in the fall and start dating because of the communication you have had with her over the summer.

Just go and talk to her... If your bad at small talk just be a listener :) ask questions about what she likes to do, interests, music....
You don't have to run up with some witty one liners (if your not comfortable it will only be weird)... just say hi im... introduce yourself and tell her that you saw her and beeing cute/pretty/whatever seems fitting. You have to get to know her to see if she can keep up this high expectations. She will try to show her best side - be friendly but stay flirty. If you run out of topics to talk to get out of the warzone :D take her number so you can see her again for coffee and to get together.
Good luck mate, its not that hard just show some interest, girls love to talk ASK HER ANYTHING :P
