Imagine bumping into your best friend unexpectedly in a foreign or uncomfortable environment, or bumping into somebody you really like and haven't seen in a long time. The difference is in your eyes. "Smile with yours eyes" Google it for lots of explanations.

Another difference is creeps just stand there smiling leaving her wondering what that creeper is doing standing there like an idiot smiling at me for. If you are holding eye contact make a move, you already have her attention. Nobody ever picked up a chick just standing around with a goofball look on their face.

1) The guys is nervous and/or awkward. Awkwardness is off-putting, and is often interpreted as creepy, even if the guy really isn't a creep.
